Perspectives, Vol. 2, No. 5

Although many people seem to be excited about China's imminent accession into the World Trade Organization (WTO), there has been a shortage of serious discussion on how the government and private sector in China should prepare for the opportunities and challenges that will emerge upon the accession. This is why Perspectives established a new column, "WTO and China," in January 2001. In the first Chinese issue of Perspectives published in March, Professor Weiping Huang analyzed the timing of China's expected entry into the WTO. In this issue of Perspectives, Mr. Dongsheng Zang discusses the GATT/WTO antidumping jurisprudence.

We have witnessed some turbulence in Sino-U.S. relations in recent months. In a recent speech given at Cornell University, Mr. Yucheng Le, a Chinese diplomat at the United Nations, offered his optimistic thinking on the Sino-U.S. relations from both historical and contemporary perspectives. We are publishing Mr. Le's speech here under the "International" column.

George W. Bush has been in office for a hundred days. You may still remember the sharply divided American public opinion during the presidential election last year. In the "Politics" column, Mr. Wentong Zheng offers an overview of the American political landscape and the role of ideology therein. We hope his article can help you appreciate the issues upon which the American public is divided.

Also in this issue, under 'Economics," Ms. Yu Liu explains different approaches Russia and China have taken in their reform efforts. Finally, under "Law," Ms. Xinyi Wang discusses what "freedom of speech" really means in the United States Constitution.
